Germany's frustration with Ukraine, primarily in the earlier stages of the full-scale war, but still occasionally surfacing, has been rooted in diplomatic frictions, demands for heavy weaponry, and perceived slights against German leadership. While Germany has become a top provider of military aid, the relationship has faced significant strain due to different approaches to the war.
Here are the key reasons why Germany has been upset with Ukraine:
Public Criticism and Diplomatic Slights: Ukrainian officials, including President Volodymyr Zelensky and former Ambassador Andriy Melnyk, frequently used sharp public criticism to pressure Berlin for faster weapon deliveries and a tougher stance on Russia. This caused anger in Germany, particularly when Ukraine rejected a planned visit by German President Frank-Walter Steinmeier in April 2022, a move seen as deeply offensive in Berlin.
Pressure Over "Slow" Military Support: Early in the war, Germany was heavily criticized by Ukraine for its reluctance to send heavy weapons and for what Kyiv saw as intentionally stalling, such as the debate over Leopard 2 tanks. While Germany was often in line with US caution regarding escalation, this led to a perception of Germany as a reluctant partner.
