A shadow government refers to either a formal opposition cabinet in parliamentary systems, a contingency group for continuity of operations during crises, or, more commonly in public policy, "quasi-governments" (private, contracted, or non-profit entities) performing public functions without direct democratic accountability.
Key Contexts of "Shadow Government":
Private Sector Outsourcing: Private contractors, public authorities, and nonprofits that manage public services (e.g., transportation, security, water). They often operate with less transparency and accountability than traditional government agencies.
Continuity of Government (COG): A classified group of officials and leaders designed to take over essential functions to keep the executive branch running during a major national emergency or attack.
Opposition Cabinet (Parliamentary): In systems like the UK, the "Shadow Cabinet" consists of opposition party members who scrutinize the sitting government's ministers and present themselves as a government-in-waiting.
Deep State/Conspiracy Theory: A theory that a hidden, unelected network of intelligence, military, or bureaucratic officials secretly controls government policy.
